Bills and Motions relating to Post 1901 Census


During the 36th Parliament of Canada

  • Bill C-312 - presented by Liberal MP Mac Harb. Bill C-312 received first reading in the House of Commons 5 November 1999.

  • Bill S-15 - presented by Liberal Senator Lorna Milne. Bill S-15 received first reading in the Senate 16 December 1999 and is presently going through second reading.

  • Bill C-484 - presented by Liberal MP Murray Calder. Bill C-484 received first reading in the House of Commons 2 June 2000. Wording of Bill C-484 is identical to that of Senator Lorna Milne's Bill S-15.

  • Bill S-27 - presented by Senator Gloria Finestine. Bill S-27 - "An Act to guarantee the human right to privacy" is not directly related to Access to Historic Census but if passed could possibly have an effect on it. Bill S-27 received first reading in the Senate 15 June 2000 and is currently (Sept 2000) in Committee.

During the 37th Parliament of Canada (1st Session)

  • Bill C-380 - presented by Liberal MP Mac Harb. Bill C-380 is a re-presentation of Bill C-312 which died on the order paper when the 36th Parliament of Canada was dissolved. It received first reading in the House of Commons 8 June 2000.

  • Bill S-12 - presented by Liberal Senator Lorna Milne. Bill S-12 received first reading in the Senate 7 February 2001 and debate on second reading began 20 February 2001. Bill S-12 is a re-presentation of Bill S-15 which ceased to exist when Parliament was dissolved 22 October 2000 and an election called. Bill S-12 has received second reading in the Senate and has been referred to the Senate Standing Committee on Social Affairs, Science and Technology. On 19 September 2001 witnesses appearing before this committee included Senator Lorna Milne, National Archivist Ian Wilson, Assistant Chief Statistician Michael Sheridan, Privacy Commissioner George Radwanski, Proffessor Chad Gaffield, and Gordon A. Watts. As of 20 November 2001 the Committee had not completed deliberation of the Bill and it had not been returned to the Senate.

  • Bill C-312 - presented by Liberal MP Murray Calder. Bill C-312 is a re-presentation of Bill C-484 which died on the order paper when the 36th Parliament of Canada was dissolved. It received first reading in the House of Commons 28 March 2001. Bill C-312 was placed on the Order of Precedence 1 November 2001. On 21 November 2001 the Sub-Committee on Private Members' Business of the Standing Committee on Procedures and House Affairs deemed Bill C-312 to be NON-VOTABLE. Bill C-312 is identical to Senator Lorna Milne's Bill S-12. It received one hour of debate in the House of Commons on 9 April 2002. Three attempts to obtain unanimous consent of the House to make it votable were defeated by Serge Marcil, Parliamentary Secretary to Industry Minister Alan Rock. Bill C-312 is now dead and has been dropped from the Order Paper.
