The following is an extract taken from the Application for Judicial Review filed by Calgary lawyer Lois Sparling on 5 February 2002. This Application seeks to obtain from the Federal Court of Canada a 'writ of mandamus' that would compel Statistics Canada to turn control of the 1906 Special Census of the Western Provinces (Alberta, Saskatchewan and Manitoba) over to the National Archivist, Ian Wilson. Once that control is turned over it is expected these records will subsequently be made available to the public, in accordance with the Privacy Act and Regulations attached thereto, for purposes of research.
