    Dear Mrs. Sears

    Thank you for your e-mail of September 23, 2002 regarding the release of census records. Please find a copy of the e-mail enclosed for ease of reference.

    In your correspondence, you ask me to reconsider my position on releasing the post-1901 census records. You state that "this is an issue of vital importance to me, as my family's historian."

    I realize the important role that census records play for people such as yourself who are researching their family histories.

    I support, as do my colleagues in the Canadian Alliance parliamentary caucus, the preservation of census records and the subsequent transfer of these records to the National Archives for public release. We believe that keeping the records confidential for the historical 92-year period is an adequate length of time, and that this is generally consistent with the practice in Britain and the United States where records are kept confidential for 100 and 72 years respectively.

    Mr. R. Cullen, M.P.:

    It is noted that you are opposed to the release of the Post 1901 Census. This of course is your own private privilege.

    But when you vote in the House you are supposed to represent your constituents, not your personal views, Have you asked your constituents if this is what they want you to do for them ?

    I hardly think that you have taken the time, as I know there are hundreds of families in your riding seeking the release of the post 1901 census so they can complete their family trees and bring closure to the lost ties of their families.

    If your vote was to kill the passing of the release of the Census you would be letting down these people who elected you, and you swore to representtheir best interests in the House.

    Are you willing to do this - let down your constituents ?

    Granted, I am not one of your voters, but my family roots are in the Etobicoke North area, of which I am having trouble gaining the required family History to complete my family tree.

    Please re-consider you opposition to this Bill and vote YES, you can also ask Archives Canada to block your family information too.

    First of all, I know the House of Commons is not in session, but many family researchers keep hoping for the day the 1906 and 1911 census records will be released.

    The 1906 one should have been released in 1998, the 1911 is supposed to be released in 2003 --- if the 92-year waiting period is followed.

    Have you discussed census release with the OGS members of your area -- with other constituents? You might find that they want you to represent them in Ottawa with a positive viewpoint. The bottom line is -- constituents elected you to go to Ottawa!

    We believe we know the reason Dr. Ivan Fellegi has given a very definite NO to release -- hence the federal lawsuit to gain access to very important records of a high immigration period to three prairie provinces.

    Senator Lorna Milne, also of Brampton, ON is a personal friend, and at present her Bill S-12 is slowly wending its way towards a vote and then House of Commons. The wording of the bill is the same as the one by Murray Calder which was declared non-votable by a committee. However, many family researchers still look forward to census release.

    We sincerely hope you will lend your support to this important issue as many search for lost family members.

    Dear Mr. Reid:

    I note that you are opposed to the release of further census information after 1901. I am not a constituent of yours, however I do have many ancestors who are from Carleton county. My interest in tracing my relatives there has deepened my knowledge of local history there as well as Canadian, British and Irish history. I deeply value the knowledge that I have gained about my relatives and what hardships and conditions they faced in their daily lives.

    It seems that we live in an increasingly disconnected world where families have weaker bonds than in the past. I hope that by letting my daughter know who her ancestors were that she will gain some of that valuable connection to her roots. Without grandparents, siblings, aunts and uncles she is truly in a nuclear family. A great grandfather who was a Home child, abandonment of a grandmother by a great great grandmother, alcoholism, the depression of the 1930's are all factors that contributed to the splintering of preceding generations in my family.

    Not all individuals live in such isolation in regards to family. Some do. It is for those of us who need and desire knowledge of their background that I urge you to reconsider your position on census release.

    Hi Gordon,

    Did I tell you that I received a so-called post card from Scott Reid, M.P. Lanark-Carleton? I have been sick and sometimes I forget to do things.

    Anyway, Mr. Reid's post card says nothing. Actually, I was very insulted that he did not even mention the post 1901 census records. I believe his secretary (?) wrote in the date and stamped the card and off it went to the Post.

    His message says: "I would like to acknowledge receipt of your correspondence to my office. I appreciate your taking the time to bring your concerns to my attention. Thank you for contacting my office. Sincerely,...

    I wonder if Mr. Reid even saw or read my letter. Is this his way of avoiding having to write to the many people who are concerned about the post 1901 census? I am not impressed to say the least.

10/23/2001 - message from MP Scott Reid to Frank McKerry. Mr. Reid appears to have ceased trying to explain his position regarding access to Historic Census records. This response, like others seen, appears to have been on a pre-printed postcard whereon he has handwritten the date and his initials as his signature.

    Some time ago, I received several messages stating that ALL members of the Canadian Alliance Party were in agreement re release of Post-1901 Canadian census records.

    Why are you against release of the records?

    The census records of Canada are your heritage and mine, regardless of whether you have been elected to serve as a Member of Parliament or are a lowly-paid factory worker -- the census contains our personal histories.

    Have you bothered to read the Report of the Expert Panel? Just because it was appointed by a Liberal member, they did an excellent bit of work -- except now Brian Tobin wants to spend more $$$$ on discussion!!!!

12/11/2000 - email from Lesley Huppert to Gordon A. WATTS re: MP Scott Reid.

    Hi Gordon.

    We corresponded previously about Scott Reid, the (Alliance) MP for Lanark-Carleton.

    Heard from him today and, I quote here:

    "I understand your concern about losing information that could be used for genealogical research, if the individual data from the 1911 census and later censuses is not made publicly available. As a professional historian, I have my own reasons for being interested in public access to the individual census returns from these censuses.

    "However, my understanding (and I stand to be corrected if I have my information wrong) is that the forms were filled out on the understanding that their contents would never be made public. There was a promise to each person who filled out a census form that the information about them personally would never be made available to anyone other than the census officers who conducted and then compiled the material.

    "To break this bond---even after all the persons who filled out the forms have died---represents, to my way of thinking, a breach of contract. Is it a significant breach, in any individual case? I don't know. I wouldn't personally care very much if some future person were to be able to inspect my own census form from, say, the 1991 census. But I'm not sure that it is the same with all people.

    "Therefore, my inclination is to respect this privacy, and to conclude that the records from 1911 and later censuses should not be made public."
